Phil holds a Juris Doctorate Degree from the University of Houston College of Law and a Bachelor’s Degree from the University of Texas at Austin. He is Board Certified in Estate Planning and Probate Law, also helping his clients at Roberts, Johnson & Cain with guardianships, real estate law, wills and trusts and business organizations.
Phil currently serves as the Mayor Pro Tem and Commissioner At-Large for the City of Texas City. He has served on the Board of Directors for United Way Galveston County Mainland since 2006, and currently serves as their Board President.
Previously, Phil served on the Board of Directors for Bay Area Council – Boy Scouts of America and the Texas City/La Marque Chamber of Commerce, Texas City Independent School District Board of Trustees, and The Salvation Army – Galveston County Mainland Corps Advisory Board.
He is a current member of the Texas City Rotary Club (President from 2004-2005), the Texas City Rotary Foundation, and St. John’s United Methodist Church in Texas City.
Phil has been recognized as a Paul Harris Fellow and a Herb Langford Fellow by the Texas City Rotary Club.
